John Killeen Miller

On March 11, 2019, the Inquiries, Complaints and Reports Committee (“the Committee”) confirmed concerns with Mr. Miller’s conduct as it relates to non-compliance with a federal, provincial or territorial law relevant to the member’s suitability to practise, specifically the offering of a post-professional Doctorate of Physical Therapy in Musculoskeletal Management and/or a Doctorate of PT program in Ontario when his company was not legally entitled to do so. The Committee determined that its concerns were serious enough to require that Mr. Miller appear before a panel of the ICRC to receive a caution.

On May 3, 2018, the Inquiries, Complaints and Reports Committee identified concerns with John Killeen (Jack) Miller’s record keeping and communication practices in relation to a complaint made by a patient. The Committee determined that these concerns were significant enough to require that John Killeen (Jack) Miller to: (1) complete an educational course and work with a coach as part of a Specified Continuing Education and  Remediation Plan (SCERP) and (2) appear before a panel of the ICRC to be cautioned.

Since 2017, as required by law, the College has been posting cautions on the public register. A caution is a decision made by the ICRC when a concern raised in a complaint or in a formal investigation is sufficient to require the physiotherapist to attend before a panel of the ICRC to receive feedback from the panel on how to prevent similar concerns from arising in the future. A caution does not involve a finding of wrongdoing, professional misconduct or incompetence and is not disciplinary in nature.
