Undertakings

On October 2, 2025, the Inquiries, Complaints and Reports Committee (ICRC) identified concerns with Cesar Toledo’s practice in the areas of privacy and confidentiality, including the respective roles of the Health Information Custodian and its agents, and the understanding of the scope and protection of personal health information. In this case the ICRC asked the registrant to improve their understanding of these areas by working with a practice enhancement coach and reviewing College standards and resources. Cesar Toledo volunteered to do these activities.

Since 2017, as required by law, the College has been posting Undertakings on the public register. An Undertaking is a commitment by the physiotherapist to the College to address certain areas of practice highlighted as areas for ongoing learning in a decision by the ICRC. It is not a finding of wrongdoing, professional misconduct or incompetence and is not disciplinary in nature. Undertakings are removed from the register when they have been completed.
