On December 17, 2024, the Inquiries, Complaints and Reports Committee (ICRC) identified concerns with Chrishan Fernando’s practice in the areas of professional boundaries and patient-sensitive practices. Chrishan Fernando is required to address these concerns through a Specified Continuing Education or Remediation Programs (SCERP) which includes reviewing/completing relevant standards and resources and participating in practice enhancement coaching.

On February 24, 2025, the physiotherapist requested that the Health Professions Appeal and Review Board (HPARB) review a decision made by the Inquiries, Complaints and Reports Committee (ICRC).  

Since 2017, as required by law, the College has been posting information about SCERPs (Specified Education or Remedial Programs) on the public register. A SCERP is ordered by the ICRC when they have identified concerns regarding a physiotherapist’s practice or conduct. A SCERP is an educational program and is not a finding of wrongdoing, professional misconduct, or incompetence, nor is it disciplinary in nature.

On August 23, 2023, the Inquiries, Complaints and Reports Committee (“the Committee,” “the ICRC”) of the College of Physiotherapists of Ontario (“the College”) made a decision regarding the practice and conduct of College registrant Chrishan Fernando. The Committee’s decision followed a College investigation into a complaint made by a patient. After reviewing this information, the Committee identified concerns with Chrishan Fernando’s practice in the areas of patient-centered communication, trauma informed care and record keeping. In order to address these concerns, the Committee decided to require that Chrishan Fernando complete a Specified Continuing Education or Remediation Program (“SCERP”) involving a resource review and Practice Enhancement Coaching.
