As a result of a discipline hearing on April 3, 2019 the following terms, conditions and limitations are on Ms. Zimmermann's certificate of registration.
Ms. Zimmermann is required to take and successfully complete the ProBe program (unconditional pass) no later than June 30, 2020.
If Ms. Zimmermann decides to work as a PTA during her suspension, the PT who she is working in association with will need to be approved of by the College.
Working with a practice coach
After the suspension has been served, Ms. Zimmermann will be required to work with a practice coach for no more than two years. During this time Ms. Zimmermann cannot supervise physiotherapy students, PTA students or members of the College who hold a provisional practice certificate of registration.
* All registered physiotherapists have a set of minimum terms, conditions and limitations on their certificates of registration to ensure that they are legally able to work in Canada; that they have enough practice hours to maintain their clinical skills: and that require them to be tested periodically to ensure they understand the rules that govern practice.
On August 9, 2018 the Inquiries, Complaints and Reports Committee referred a matter involving Christine Zimmermann to the Discipline Committee for a hearing. The hearing was held on April 3, 2019.
The allegations refer to the following headings of professional misconduct:
1. At all material times Christine Zimmermann was a registered Member of the College of Physiotherapists of Ontario.
2. During the period from January 1, 2013 to December 31, 2016, Ms. Zimmermann engaged in professional misconduct within the meaning of the following paragraphs of section 1 of the Professional Misconduct Regulation, 0.Reg. 388/08:
At the conclusion of the hearing the panel found that Ms. Zimmermann had committed several act(s) of professional misconduct and they ordered the following penalty:
1 - a reprimand (delivered on April 3, 2019)
2 - a suspension of 15 months with 9 months remitted if the following remedial activities are completed within the required timelines
A - successful completion of the ProBe ethics program
B - a review of various College standards, tools and resources
Ms. Zimmermann will be required to work with a practice coach for no more than two years during which time she will not be able to supervise physiotherapy students or PTA students, or members of the College who hold a provisional practice certificate of registration.
Ms. Zimmermann is required to pay costs to the College in the amount of $5000.
