This physiotherapist can perform the following activities:

* All registered physiotherapists have a set of minimum terms, conditions and limitations on their certificates of registration to ensure that they are legally able to work in Canada; that they have enough practice hours to maintain their clinical skills: and that require them to be tested periodically to ensure they understand the rules that govern practice.
On December 11 2019, the Inquiries, Complaints and Reports Committee (ICRC) referred a matter involving Feng Luo to the Discipline Committee for a hearing. The dates for the hearing will be posted once they have been confirmed. Once completed, a summary of the Discipline Committee’s decision will be posted on the Public Register and the decision will be made available on Canlii (www.canlii.org).
1. At all material times Feng Luo was a registered Registrant of the College of Physiotherapists of Ontario.
2. Between December 1, 2009 and December 11, 2019, Mr. Luo engaged in professional misconduct within the meaning of the following paragraphs of section 1 of the Professional Misconduct Regulation, O. Reg. 388/08:
a. paragraph 1 (failing to maintain the standards of practice of the profession);
b. paragraph 18 (engaging in conduct or performing an act relevant to the practice of the profession that, having regard to all the circumstances, would reasonably be regarded by members as disgraceful, dishonourable or unprofessional).
c. paragraph 21 (representing qualifications in a manner that is false, misleading or deceptive).
d. paragraph 26 (failing to keep records in accordance with the standards of practice of the profession).
e. paragraph 28 (signing or issuing a document containing a statement that the member knows or ought to know contains a false or misleading statement).
f. paragraph 32 (submitting an account or charge for services that the member knows or ought to know is false or misleading).
g. paragraph 40 (continuing the treatment of a patient where it is no longer indicated, has ceased to be effective or is unnecessary).
On April 8, 2019, the Inquiries, Complaints and Reports Committee (the “Committee”) identified concerns with the following parts of Mr. Luo’s practice: consent, communication, professional boundaries and record keeping as a result of a complaint made by a patient.
Having thoroughly reviewed the evidence and deliberating the issues the panel orders Mr. Luo to participate in a Specified Continuing Education and Remediation Program (SCERP) which includes: (1) eight sessions with a practice enhancement coach; (2) the completion of the PROBE Ethics and Boundaries Program on the issues of boundaries, communications and informed consent; and (3) complete the College’s Record Keeping learning module and review the Record Keeping Standard, the Consent resources and the Communication Skills resource.
