On February 15, 2023, the Inquiries, Complaints and Reports Committee (“the Committee,” “ICRC”) considered the information obtained during an investigation into Varun Vasudeva’s conduct and practice following a complaint made by a former patient. After reviewing this information, the Committee identified certain concerns with V Vasudeva’s conduct and practice. In order to emphasize the seriousness of the concerns that were identified, the Committee decided to require V Vasudeva to attend before the Committee on a date specified by the Registrar to receive a caution.

On April 26, 2023, Varun Vasudeva requested a review of the Committee’s decision by the Health Professions Appeal and Review Board (the “Board”). On December 3, 2024, the Board released its decision to uphold the decision of the Inquiries, Complaints and Reports Committee.

The Applicant’s motion for a stay of the orders under review and for the removal of the notation on the public register on the Applicant's profile with the College of Physiotherapists of Ontario that a caution and SCERP were ordered by the ICRC and upheld by HPARB.

On May 23, 2025, the Divisonal Court heard Varun Vasudeva's application for judicial review. The Court decided to dismiss this application and direct Varun Vasudeva to pay $3,500 in costs to the College.

Since 2017, as required by law, the College has been posting cautions on the public register. A caution is a decision made by the ICRC when a concern raised in a complaint or in a formal investigation is sufficient to require the physiotherapist to attend before a panel of the ICRC to receive feedback from the panel on how to prevent similar concerns from arising in the future. A caution does not involve a finding of wrongdoing, professional misconduct or incompetence and is not disciplinary in nature.

Because of these concerns, the Committee decided to require V Vasudeva to complete a Specified Continuing Educational or Remediation Program (“SCERP”) focused on professional boundaries, patient communication, informed consent, patient-centred care, sensitive practice, and professional ethics.
